Abstract:In recent years, more research findings on regional culture industry in China can be seen. However, due to the abstractness of the culture industry resources and capacity, and the varied definitions on culture industry competitiveness in the academic world, there are different understandings on the complexity of its influencing factors and its significance. Academics failed to agree on a universally accepted system of evaluation principles and standards. Hence, it is of great significance to systematically research on practicable evaluation systems. By a comparative study, this paper summarizes and appraises the current mainstream evaluation systems, and analyzes their respective advantages and limitations. Based on this, this paper follows the principles of being comprehensive, feasible and well-structured and adopts VRIO, a widely applicable strategic analytical model. By specifically analyzing the value, rareness, imitability, and organization of regional culture industry, this paper aims to establish a new system for evaluating regional culture industry competitiveness. The system effectively highlights the due innovativeness and rareness of culture industry, and emphasizes the societal attributes and sustainable development potential of culture industry. The system comprises of three hierarchical levels of indices, clarifying the structure and relations of the influencing factors. To increase the practicality of the evaluation system, the paper recommends the AHP method to assign values in order to set the weight of indices, and the use of entropy technology to minimize personal biases on the weight setting. As for the availability of indices, the paper selects directly available indices from local statistical yearbooks, or indices attainable from simple calculation. For the attributes of indices, the paper includes more of average indices and ratio indices to increase the practicality and comparability of the system. This system can comprehensively and specifically analyze the competitiveness of regional culture industry, and evaluate the culture industries in China's regions, and give recommendations to the future development of culture industries in these regions.
